I have several Jira projects that are phases of a larger system implementation. I was wondering if Jira provides a method to configure a parent project to then associate child projects with or if they can only be independent (unassociated) projects as they are today?

The concept of project and child projects does not exist in Jira itself. But you might be looking for Advanced Roadmaps it is built-in in Jira Cloud Premium.
Some third party plugins can also provide flexible hierchy: examples are BigPicture and Structure.
