I need to create a board for a technology development team, for this the tasks will be assigned with Kanban methodology for the strategic part of the team and Scrum for the development team, however I have not been able to do this.

If Jira issues are the same and workflows are the same ... so it's only a matter of Kanban/Scrum approach you can combine the two. Practically Sprints are just swimlanes on Kanban board. You can go to your Kanban board configuration and add swimlanes via queries and add JQL to outline couple of your active/future sprints.
You would still need Scrum board on the side to manage Sprints - create, complete, etc. But it will allow you to have Kanban and Scrum teams on the same board if you really want to,
With our Advanced Kanban App you can do it automatically - add Sprints as swimlanes and manage sprints directly from the swimlane. Might want to try it out.

If you're using a company-managed project, you can create a Scrum and Kanban board and set their location as the project under which you want. You will need to modify the board filters accordingly in order to ensure that the Kanban tickets do not show up on the Scrum board. Refer to Create your board.
If you're using a team-managed project, you will need to create a separate project for each board since you can't have multiple boards in a single team-managed project.
