How do I determine the number of users?

Hi There! I am assuming the admin and billing functions in my new role. I'd like to determine the true number of users and project future costs for budgeting.  I can see that we are being billed for 200 users currently, but I'd like to know the true number. I have exported the users from the administration section into excel for review. I'm assuming that 1 user ID = 1 email address and this is the best way to determine the true number of users, but wanted to confirm that information is correct. Thanks!

@elizabeth_jones Yes that would be the right approach and you can also get the number of time the user logged into Jira and also the last login of the user which gives you a idea of how frequently the user logs in to Jira and how long ago was the users last login from the current date.

Hi Elizabeth,

While exporting users list directly from the database you will get also the deactivated users of your instance. The true number as you described it is referred as "active user". Unless you delete users (normally not recommended), Jira keeps the inactive users in the system as well. 
I would suggest that you ask your Jira System Admin to run a query on the DB that exports ONLY active users and then you will have the number you are looking for.
