Can you provide more information about what you are trying to do?
Are you trying to Share an issue by sending a message about it through Email?
Are you wanting to @ mention a user so that they will receive a notification?
Are you wanting a message to automatically be sent to somebody based on a one-time change you are making to the issue?
Thanks for getting back so quickly! I am wanting to make sure the person I mentioned in a comment in Jira gets an email notification.

If you mention a user in a comment, Jira will attempt to send an email to that user. The user has the option to change their personal settings concerning email notifications so that they don't get the email.
