Is there a way to move older issue attachments into some type of archive

We have multiple versions of attachments for an issue.  We don't want to lose them but it would be great if they can be moved off the "active" page

The Confluence Command Line Interface (CLI) client supports several actions against attachments, like downloading them, copying them, and removing them (including removing multiple versions of an attachment).

You can browse through the Actions table on this page and click the Category column heading to sort it so all the attachment-related actions appear together.

There is also this example which shows how to download all attachments for a space. With a bit of tweaking, it could work for your Use Case.
