Is there a list of Jira consultants that can help companies? i don't have 100s of hours to become an expert to learn how to save time using it efficiently on an ongoing basis.
I am after someone that we can speak to and explain what we want to achieve that can teach us how to set it up. And have an ongoing relationship with for help

The partner directory over in https://www.atlassian.com/partners is the correct path to follow. I understand that this site might have been unavailable to some at the time this question was asked, but it appears to be functioning correctly now. I'm still investigating if there was any documented downtime for that site as the statuspage for it over in https://partners.status.atlassian.com/ does not indicate any recent outages or planned downtime.

Atlassian Partner page would be the first place I would look. There are vetted professional services!

Been doing it for years.
