Import again with a different backup file or get in touch with our support team. Include the steps you followed, along with any unique characteristics of your Jira setup.

- Is this a Jira import from a server version? If so what version is the server version?
- Have you validated the export file is not corrupted or password protected in anyway?
- Did the import start and get to a certain percent and fail, or did it fail at the very start?

Import was from another cloud instance

File was not corrupted or protected

Not sure when it failed.
Additional lnfo: Backup has more users(~170) than free plan supports.

Are you able to take another export, and re-try the import again and see if you get the same problem?
Not sure I would expect the import to fail as you have exceeded the free plan, I would expect it to complete and then tell you to upgrade or remove access for users.
You may need to contact support, as they have access to the logs and can tell you exactly what is happening, but I would try another import first.

New site was created to test the new add on. If support team can discard the import and unlock the instance that would be great.
