I would like to add 2 new fields to Epic issue type, that should be visible in the edit form.
These 2 fields should be added globally not only project specifically, how could this be done?
Make sure you have the Jira administrator permission on Jira Cloud.
Firstly, you can create your 2 custom fields:
Go to "Issues" under Jira admin's menu > Chose "Custom Fields" > Click on "Add Custom Field" and configure it as you would like
After that, you need to add them to Edit screen in Screen Scheme which associate with Epics.

First, you need to create those 2 fields.
Second, create a field configuration (you may copy and paste from the default field configuration or copy and paste the field configuration that your project currently using).
Once you have a copy of that field configuration, open it, and search for the 2 fields that you just created. Once found, make it required.
Go to the Jira project that you want to make changes (and make sure that the project is a company-managed project, not a team-managed one). Go to Project settings > Issues > Fields. Be sure that you don't use the Field Configuration Scheme that is being used by multiple projects. If yes, then create a new field configuration scheme first, then assign it to your project.
Once your field configuration scheme is set, then go to Actions (top-right) > Edit fields.
Then, click Associate an issue type with a field configuration button on top right.
A pop up will appear. Choose Epic on the Issue type field, then, choose the field configuration that you just created a while ago on the Field configuration field.
Click Add, then it's good.
At this point, the field is required during the creating and editing of a ticket.

My apologies, just noticed that you need to apply the changes globally.
So,

By NOT doing this above step (strikethrough-ed), this will also affect all projects.
