Ordering Advanced Roadmap hierarchies

I've just taken over as an admin for my company. I've been asked to create a new project that will allow us to track functionality whose development is assigned across several projects. So, I want and Epic to roll up into a Capability. When I go into the Issue type hierarchy, both Epic and Capability are already present, but the Capability is defined as a child of Epic. I can't demote Epic below Capacity (see screen shot). Any suggestions?

Your screenshot suggests that you have Capability at a hierarchy step higher than Epic, at Level #2

 

What happens when you go into an Epic issue and add a Capability in that Epic's "Parent Link" field?

That's the problem-- The epic is at the highest level of the hierarchy, with a capability under it. There is not anywhere to add a parent link to the epic, only to the capability.
