I'm not sure if I understood the problem correctly: you have a project with issues and even when you added the user to the project users, the user still can't see the issues.
(Assuming that you work on a classic project and not a NextGen project)
If that's the case, you should check the permission scheme in the project settings and see who has "browse project" permission.
If this is not the problem, you might have "issue security" defined on the project and you need to check who has permission for the specific issue security.
