Please suggest free plugins for resource management across multiple project in JIRA.

I need to refine our resourcing with my team members working on multiple projects/clients. Issues and priorities keep changing and fire fighting mode is always on. Few folks are super busy while few are not utilized properly. Also, we struggle to track of the real issues and big picture. Any JIRA plugin  (free) which might help?

Since you mentioned 'across multiple projects' and 'big picture', let me direct your attention to BigPicture portfolio management app. It has the Resources module, as well as the cross-program Overview, among others.

Pictured is the view, where you can balance your resources. Red means overallocation, orange - 75-100% allocation, while green - underallocation.
