our company has two locations, one in Germany one in the US. The US would like to buy their own Jira Cloud Premium licenses. I would like to know how the enabling of SSO will take place in this scenario. Do both Jira instances have to buy Atlassian Access and enable SSO for themselves. Or is it enough if only one company get the Atlassian Access as we are all using the same mail address.
Maybe someone can give some advice on that scenario. Thanks in advance!

you can have a single Organization that will host 2 separate Jira instances, and share Atlassian Access configuration based on your email address domain.
This way, all users will use the same Atlassian access subscription, and will be able to use their own Jira instance.

Just to make sure that I understand you correctly: It's possible to have two separated Jira Premium Cloud instances within one organization even if we do not use the Jira Cloud Enterprise plan? I think I do not understand the difference between having two separated Jira instances under one organization and having multiple instances under one organization as it is mentioned on the Enterprise plan. So with regard to the SSO option: It's only necessary that one Jira instance (e.g. the Jira instance from our German location) buys the Atlassian Access tool?

@Malin Rathjen - regarding the difference between the Enterprise and Premium plan with multiple instances, the main aspect is the pricing as detailed in the link you've shared (in the table at the very bottom, I've copied it here for reference).
In an Enterprise plan, you pay one price for a user and this user may access all your instances without additional costs.
In a Premium plan, you pay the user price for every instance the user may access.
