Access to sites revoked - Still count toward user licenses?

I'm doing some cleanup of old and inactive users for Jira/Confluence. Does revoking their access to your sites under User Management | Users still count towards your number of licenses, or do you actually have to "Remove user" to free up licenses?

The quick answer is that any user who is inactive (or been deactivated) will not count towards a license. If the product is Atlassian Access, the user must be inactive for ALL products to not count as a license against Access.

Welcome to the Atlassian Community!!!

When we revoke access of a user it's like we just "freeze" their account on the site.

Even though they will still be part of the groups that give access to a product, like jira-software-users, for example, they won't count as a license.

When we grant the access back, everything will be back the way it was, they will be able to log in and the permissions on projects will remain.

We would like to do some cleanup activity for Jira. The users who are not using the Jira ,confluence and Bitbucket for more than 3 months , 
We would like to revoke the access. 

Who is authorised to revoke the user access ?is that going to decrease in licence deduction? and can we decrease billing of licences ?

Please suggest.

1.It depends on the instance type for example, if you are running on Jira cloud then You Site Admin is responsible for the deactivating the users. 

If the Jira is server or DC then the who has the access of Jira Administration privilege will be able to deactivate the users.

2. Yes if you deactivate the user it will reduce the license count.
