I've been desperately trying to get a hold of Atlassian support to request a quote for additional JIRA licenses for the past week. There has been no response. Can someone assist?
Buying additional licenses shouldn't go through Atlassian Support. You can directly purchase on the online cart. The FAQ page offers more details.

If you do want more of a personalized approach, you can purchase licensing through an Atlassian Partner like my employer (*COUGH COUGH* ReleaseTEAM). I can get in touch with fellow ReleaseTEAM employees who can give you a hand.
Thanks for your reply. We are Non-Profit and receive NP pricing. When I attempt to do anything from the Manage Subscriptions page I am told to "Contact Us", which is what I have done, several times.
At the moment the online cart, https://www.atlassian.com/purchase/ -- I think? is returning an http 413 error.
