Anonymous user access to jira project

I want anyone (whether they have a login or not) to be able to view a project (view the dashboard, issues, backlog, etc) but not make any changes.

I upgraded from free to standard plan because I read that the standard plan includes a feature "anonymous user" but the free plan does not.

However I am unable to configure my project for such access.  I have updated global permissions to allow "share dashboard and filters" to Public.    But I find that a user still has to login before they can access the dashboard.  

I used the "permissions helper" to test whether an anonymous user can access issues in the project,  and the "permissions helper" reported a status as green and "Anonymous has the 'Browse Projects' permission".    

What exactly is meant by anonymous user?  A user who has not logged in?  or a user that has logged in but does not have explicit permission to the project? 

How do I change my configuration so that a user does not need to login to view the project dashboard? 

Why do I want to do this?  I teach a software engineering course and I am investigating using Jira for Agile development.  I want to give students access to an example project but with read only access.

There needs to be an option for anyone (irrespective of whether or not they have a login) to be able to view a project (view the dashboard, issues, backlog, etc) but not be able to make any changes to it. It is because of this reason that I upgraded from the free plan to the standard plan...

After upgrading, what steps did you do to make it work? 

I went to the global permissions and made "browse project" permission to "public" 

However, this did not work for me.  An external user still has to login to view the project, although the user does not have to be member of the project.   

I thought public and anonymous meant a non logged in user.

Yes, the non-free versions allow you to set up "anonymous" access.  It's not a user though, it's just "show stuff to people who have not logged in"

Pick a project that you want to make anonymously accessible and go to its permission scheme (check the scheme is not in use on other projects that you don't want to open up) 

Find the "browse project" permission and add to it.  You should be offered "public" in the list.

(If you're on server/dc, then you may need to add a "group" to it instead.  When selecting a group, there's an extra one, called either "anyone" or "anonymous")

Maybe I am not using the correct URL for the project?  Don't know.

You need to do it in the project you want to make public as well.
