Can admin hide the description field of issue to particular users and give access to view for a role(MANAGER)? How can we achieve it?

Hi Syave,

No, in Jira Cloud there is no way out of the box to hide fields from certain users, even by role. 

However, there is a new add-on in Beta that can do that. It is called Secure Custom Fields for Jira - Field Security & Restriction by Ricksoft, Inc.

As John said, you can create a text custom field of the app to have private value in it.
The field restricts view or edit values based on field-level permission settings.
