what would be a good way to fulfill the following requests:
1. An old Jira project should be archived. It is a classic project with quite a few customizations.
2. If there is an option to browse archived issues/bugs in CSV/Excel format, that would be an added benefit.
3. Possibly the current Jira account would be closed or converted to a dormant free version.
4. It should be possible to restore the project in the future, should the need arise.
I would appreciate your advise.

The quick answer is Yes, you can restore Archived projects in Jira Cloud. I have done this more than once. :-)
I have not tried to browse issues on projects that have been archived - if you can't though, you can quickly restore the Project, do your search and review, and then archive the project again.

Do restoring the project, restore the issues that are on the project as well?
or we need to restore the issues afterwards?
