Can't get markdown format to work for release notes

Hi! When generating release notes, I can't get the notes to generate in Markdown format.

When I change the format from HTML to Markdown, the "regenerate notes" button isn't clickable until I also change the layout or issue types. Even after changing the layout/issue types along with the format, whenever I click "regenerate notes" they just reload in HTML. 

Any ideas?
