Can the JIRA marketplace apps be purchased on a project level

We plan to purchase a 500 user-tier Cloud instance. Out of the two big projects, only one of the project with 200 users require an app called "ScriptRunner". Can we purchase  any app license based on a cap of certain users even though our instance may have JIRA software license of more than that?

No you can’t. It is always tied to number of users on the whole server.
