I am trying to enable oauth on Jira to therefore connect my self-hosted gitlab to Jira. I am following this tutorial.

But unfortunately, I cannot find the matching buttons from the UI of both Jira software and Jira admin. May I ask for where can I locate Jira administration > System > Oauth 2.0? Thanks

https://confluence.atlassian.com/jiracore/setting-up-oauth-2-0-integration-1005784173.html is for Server/Data Centre versions. Not for Jira cloud.
If you are using Jira server/Datacenter, you can find settings on the top right corner near your profile image.

I have just updated my question that I am looking for the Oauth 2.0 tab in the System tab. I indeed found the system tab but Oauth 2.0 is which I struggled to find.
Actually, I want to know where can I set up integrations for self-hosted Gitlab. It would be great if you can point out where the Add new integration button in the admin portal can be found. Thanks!

I'm sorry but it seems that neither of the solutions are working for us. We are on GitLab version 14 but the tutorial is for GitLab version 13.
