I am using a company managed project in Jira Cloud and tested the use of "Components" (project settings -> components). As a site admin I have successfully created a list of components before, however, I wanted to replace them with new items.
After I deleted all of them, the icon in the middle of the screen appears that invites me to create the very first component. Using the button, I fill in the details and there is my component. Problem is, there is no way anymore to create another component. I expected the "Create Component" button to be in the upper right corner, but there is nothing.
I tried another browser, cleared cache, checked my user privileges ... same issue.

There appears to be a regression related to components. I saw this being discussed in a slack channel this morning. I was just playing with it and there seems to be something fundamentally wrong when trying to create a new component. If I go into an existing issue and click on the components field and attempt to add a new component there it takes me to the component screen but again no create component capability. I would recommend that you reach out to Atlassian support and report this issue.
