Hi Team,
We have an issue type called MBI under MBI we have child issues
The workflow for MBI is
To do - In Progress - Complete
If all the child issues under MBI is closed/Accepted we can move the status from in progress to complete
If any one of the child issue is not closed/accepted it should show an error message and we cannot move the status
Can anyone please help me how to do this.

I know this is not the same thing that you're asking, but you could automate the transition of epics to done, when the corresponding tasks are done as described here: https://community.atlassian.com/t5/Jira-Core-Server-questions/Transition-Parent-Epic-to-done-when-tasks-are-done/qaq-p/1440449
Are you using any plugins? or you want this behaviour in Jira without the use of a plugin?

We don't use any plugins and our instance is jira cloud.

When you want a message to display to users, you usually add a validator
Looking at the validators available in Jira Cloud none of them will apply to your case.
You will need a plugin so that you can add a script that will warn the users that there is a child issue still open, it is the reason Parent issue can not be closed
