I'm creating some new dashboards and would like to see issues resolved by assignees for different time periods. Instead of creating 3 charts for the last 14 days, last 30 days, and last 90 days, is there a way to incorporate a dropdown filter on a single chart with those values? Something like the image below?

While you can't put a dropdown on a single chart, if you connect your Custom Chart to a Simple Search gadget, you can filter one or more charts from a single gadget.
You'd just configure the Simple Search gadget to show dropdowns for any dates (like created date or resolved date), select that Simple Search as the Source for your Custom Charts, and you can filter the chart as needed!
FWIW - The Simple Search Gadget is going to make my dashboards much smaller and easier to use. It's pretty slick. I created the Simple Search Gadget and included all the variables that I want to filter on for my charts. Then created the charts and tied them to the Simple Search Gadget. Whenever I switch the Simple Search filters, it recalculates my charts. Sweet!

Is that chart image from a marketplace app you already have for Jira Cloud? If so, please discuss with your site admin to check the documentation for the app to learn what is possible.

The out-of-the-box charts in Jira does not have an option to do this, you would have to use an app for this. We use Custom Charts for Jira for this, and because it allows you to configure other areas of the chart too. If you look in the Marketplace you can find other apps that can do this as well, like eazyBI and Arsenale Dataplane.
