Date Time Field - Format

I have a number of custom fields added of Date Time type - however, when trying to enter data into it, it only shows intervals of 30 minutes. Is there any way to reconfigure this?

Can you click on the time part and try to manually enter a time?

Wish there was a way to add a statement over the field to inform the end users about this. Thank you!
