I'm looking for a way to disable the "+Create Issue" button on the Project Board page. See Screenshot.
This lets users bypass the backlog and Ideally I need it disabled. I've searched through the online documentation and can't seem to find an answer. Is this because the project is Team managed?
I don't think you can disable it. But would like to know what you meant with bypassing the backlog.
All tickets created will go in the backlog. Are you using other methods to define when something goes to the backlog?

So as far as I'm aware, we're using the standard method of backlog management. If I click that from the Project Board page, and enter a 'test project' it automatically starts in the "Prioritized" status. See:
But, if I used the primary "create" from the top navigation, instead it is automatically sent into the backlog as opposed to created on the board. Any thoughts?

Looks like your board starts with the prioritized status, but the when you create your tickets, most likely they go to open.
What you would need to do is to bring the open status to your backlog column. Once you do this both prioritized and open tickets will show.

@Matthew De Goes is using a Team Managed project with a Kanban board. That supports creating an issue directly on the board, bypassing putting it into the backlog.
In Team Managed projects using Kanban boards, the Backlog screen shows two sections to the issues list; Board and Backlog. Unlike the Company Managed projects, there is not a Status that is "mapped" to the Backlog list. Instead issues of any status can be in the Backlog or on the Board. If you want to prioritize the issue by putting it on the board immediately, you can do that by creating it from the Board. If you want to prioritize it as part of the off-board backlog, you go to the Backlog screen and add it there or use the Create button from the menu bar. From the Backlog screen you can drag and drop issues from the Backlog list to the Board list, like you would drag and drop issues from a backlog to a sprint.

@Trudy Claspill That seems to be what I was experiencing.
Hopefully in the future, they'll be the option to customize this feature in relation to team managed projects. I think the isolate is very useful, but if we want a little more rigor to our ticket creation, this makes it challenging. Thank you both!

Hey @Matthew De Goes - this is a long time in replying to this, but I found it as part of a search, so thought I'd update this for others who might find it.
I found a glitch/bug when I was investigating why the Create Issue button was displaying on most boards, but not on others via this thread. So logic says if you do not want it to display you can change the filter to apply a non-display criteria.
For me, on a specific board I did not want it to display - so I added the "and issuetype in (my issue types here)" into the filter, and the create button disappears. I believe if you changed the sort order it might also work.

I am also facing same problem due to this "+ Create Issue" button in projects sections. This button is creating issue bypassing mandatory fields.
This is a challenge for us, few users created issue using this button by mistake and ended up having no mandatory fields populated.
Please suggest us any work around or any solution to disable this "inline issue creation" block.

You are not describing the same problem as is described in this thread.
The original author is talking about an option available from the Agile board view, and about the issue being placed on the board directly vs. in the backlog for a Team Managed project.
Your post seems to be about an option that is not on the Agile Board, and bypassing mandatory fields is a different issue than whether the issue is placed in the Backlog or on the Board.
I suggest that you start a new thread and provide more details about your issue including:
Are you using Jira Cloud or Jira Server/Data Center?
Are you working with a Company Managed project or a Team Managed project?
I'm guessing you are working either with Jira Server/Data Center, or if you are working with Jira Cloud then you are working with a Company Managed project. Your image does not show a link for accessing an Agile Board which would've been created automatically if you were working with a Team Managed project in Jira Cloud.
Are you working with a Software Project or a Business (a.k.a. Work Management) project?
What method did you use to make the fields mandatory?
