I have one question- If a tester in my team has deleted some comments and as a admin I want to see what is deleted so is there any option to see it?

ufortunately delete items cannot be viewed. Issues, comments and so on are completely deleted from db.

If you are using Jira Cloud, Rewind allows you to view and restore deleted Issues, including their Comments:

I think that it works for items deleted after the app installation and not for data deleted in the past.
