Hello all, I am using JIRA cloud. I want to deactivate a large number of inactive users on JIRA. However, it is very difficult and time consuming to deactivate users one by one from user management dashboard. Can you please suggest some fast and efficient way to deactivate users?

In Jira, we do not have a option to deactivate users in bulk. If you need bulk deactivation/activation then you can try Manage User for Jira app developed by Atlassian Marketplace Vendor. It lists all users then you can search and sort them by name, active status. You can activate/deactivate users individually or in bulk. Hope it helps.

We have a API to deactivate the user. However, there is a limitation such that the users whom you are trying to deactivate must not be assigned any issues.

Hello @Teja I have installed the plug in. However, I am only able to bulk suspend the licenses and not deactivate them. Any help on that?

Click on Bulk access action and choose disable option with respect to products to deactivate the users.

Yes, I got that. I am saying when I perform those bulk actions, I am only able to suspend a license but not deactivate it.

1. Deactivation can be done only for managed users. Once managed users are disabled, they won't be able to log in and won't be able to access any site. They are also not counted for billing.
2. Suspend operation can be performed for both managed and unmanaged users. Once a user is suspended, they can't access the site from which they were suspended but can log in and access other sites. The suspended users aren't counted for billing.
The plugin suggested holds good for 2nd point, @Mehmet A _Bloompeak_ please confirm the same.

As per my knowledge, susepended users are unable to access the site but are still counted towards billing. Can you please check and confirm that?

License is counted towards product access. when you deactivate(disable product) users using Manage User for Jira app , basically the product access is revoked which means that the license is also released from that users.
There are enable and disable option as shown below -
Enable option gives access to respective product and counted towards license.
Disable option revoke access to respective product and license aswell.
Please note, if you directly disable site access with Jira product access enabled, users are suspended and license will be counted towards product since the product access are not disabled or revoked.

If your goal is to conserve a product's license count, the recommended approach is to suspend user access. By doing so, these users won't be counted towards the product's license.
However, Atlassian doesn't offer a built-in feature to bulk suspend user licenses. To address this, you can leverage our free app. It enables you to conveniently suspend access for multiple users from a product.
