I just wanted to add one point of clarification - in order for you to see the option to turn off those messages, you need to be a jira-administrator. Normal users won't have that option.
Also, it should be noted that Atlassian has chosen to make this an option that can not be undone. You're warned of this before you turn it off, but just wanted to mention it here for the next person venturing down this path and give them a moment to reconsider if they feel this is important enough.

Jira Service Desk uses global and project permissions to set who can access portals and send requests to service desks. Global customer permissions decide how customers access the service desk. For example, they can decide whether customers can create their own accounts and if they can access the help center without logging in. Project customer permissions decide who can access the service desk. For example, they can decide who can access the portal and who customers can share requests with.
You need to be a Jira administrator to change global customer permissions, and both Jira administrators and project administrators can change project customer permissions.

but that answer didn't help. I do not use Jira Service Desk.

Hi,
I have encountered the same problem when I was cleaning the permissions and projects. Unfortunately this tail is available for all users that have access to JIRA, even they are not site admins.... Other words, all the users are able to click this tail and install service desk, even they are not administrators !
When I tried to follow your steps Sascha I I am getting 500 and nothing happens (at least I dont see anything happening) and obviously I still see this tail, and other users do see it as well.
Has anybody encountered this problem ?
We had installed Service Desk before but disabled it.
