We have been using the Initiative and Epic levels for a while in my company and currently have thousands of Epics linked to Initiatives (using the parent link). We are looking to introduce the Capability level between the Initiative and Epic. We know that this will break the links in place.
What is the best practice approach to do that?

Could you please tell us also if you are currently using components and if the Epics are within one project or distributed among several projects.

The Epics represent different things for different areas of my company depending on their maturity with SAFe. The Epics in most cases reside in a Program level project. We have 34K epics in many different projects.
My question is at the technical level.
How do I insert a level in my hierarchy between the top (Initiative) and Epic level and deal with the broken links it will cause?
