I can't see Import & Expor

I see in documentation that jira users can import  json files to Jira projects
but in my cloud Jira (plan free)  there is no  "Import & Export" link in 
System subpage. Can I find it somewhere else? 

Choose Administration  > System. Select Import & Export > External System Import to open the Import external projects page.

Your documentation is for Server/Data Center instance. Please take a look here for cloud https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-json/
