Is it possible to deactivate the Add People button on the Projects -> People screen?
We would like to remove this button from our users. We want to lock down access inputs to our internal service desk process which links to our SSO.

Its Cloud and some functionality are intact to the product and cannot be changed.
This is one such functionality where it cannot be removed
Besides this is only visible to Project Administrators and Jira Administrators
Limit the people who have Jira admin permission of Project admin permission, this will solve your problem, not removing the button

Thank you for taking the time to reply Pramodh. It is helpful to know the button can't be disabled.
To be fair, limiting who can see the button won't solve my problem, it will just minimize it. We have a large instance with many projects that require an Admin. My need is to negate the risk of a user adding an outside entity to our Jira instance. The risk will exist until the button can be disabled.
We will need to account for this ability through other controls.

If you set up permissions correctly, your Project admins will only be able to add the members who are present in Site and won't be able to add the outside members (new ones)

By default, your Jira instance will have only 1 role which is typically Administrator. You'll want to add another global role and then make sure that your permission scheme doesn't have that new role listed under Administration.

The Add People under Project Settings -> People doesn't actually add users to your Jira instance. That is managed through admin.atlassian.com (user management) and is typically limited to site level administrators such as org admins and site-admins. I would recommend you ensure that you have the ability to automatically add users by domain disabled because I know that this is a sure way to accidentally get people added to your project without your consent.
Like everyone else mentioned, you can also limit who can see the Add People button by ensuring you only let users with the administrator role.
I also recommend you look into Atlassian Access (additional fee) which you'll need to fully integrate with SSO.
