Jira Issue with Custom Field not notifying user

On jira cloud, I have added a custom field to several issue types. The type of the field is a single user - so I can select from a list of users (same field type as the assignee field uses).

When anyone chooses a user for the field it does not notify the person who has been selected.

Example
New Field on Bug report

Name : Test Team Member
Type : Select Single User

  1. I create a new bug
  2. enter a team member call "Dave" in the Test Team Member field
  3. Dave does not receive any email notification telling him that he has been applied to the Jira Bug

Obviously the notification works if Dave is made the assignee etc on the bug, but not for any custom fields.

Hi Marcus - you can create an automation rule to send an mail when the value in that field changes.

Have you set the notification scheme to send mail to the (content of your) custom field?

Also, does Dave have the right to be able to see the issue?  (Browse permission to see the project, and in the right security levels if you are using issue security)

Hi, 

Is the notification scheme the settings under my Personal Settings ? It doesnt have anything for custom fields,

Also the person I am setting it to is me, so I have the correct permissions,

But while we are on the subject can you set a user in a field where they dont have permission to view that Jira ?
