I'm trying to migrate issues via a CSV file from one Jira Cloud instance to another Jira Cloud instance. The attachments are not coming over. I know this is because the source and target instances are private, and that an API Token is needed. However, I'd like to know if there is a workaround for not having to use the API Token method, as it is cumbersome.
Is it possible to set one or both of the instances to Public, just to do the migration and have the attachments come over properly, then set back to private?
If this is possible, can someone explain the steps and settings needed to do this?

I saw that you created another post related to this issue and the documentation below was mentioned:
Checking similar cases, I’m afraid to say that’s the only workaround for now.
If the site is public and then you change the permissions and close it again, the attachments won’t be accessible. It will only be accessible if no authentication is needed o the site where the attachments are stored.
