I want to migrate to Jira Cloud. Currently I have 16 users of which 7 are blocked (inactive) so there are 9 active users.
When I try to migrate it shows me that I have 1 error. After clicking 'Show Errors', I only get 1 user warning (You may exceed your user limit).
Now my question, does jira cloud count inactive users for licenses? Or only for the Free license?
Does the Standard license ($7.25 per user) also count inactive users?
Okay. the solution to the problem was read permissions in the project. If I did not have permission to view the project, the migration did not go further. Unfortunately, the migration process itself did not inform about this. Reported to support to change it. I leave the info for posterity :)

Which migration option are you choosing for migrating the users?
How have the users been made inactive? Are they in a user directory that is disabled? Are they in an external user directory or the internal user directory?

Only active users are licensed. Other users will be migrated as Former User.
Be sure to select the correct plan when migrating to Cloud.
The Free plan is for up to 10 users. Above, you need to select the Standard plan (subscription) in your Cloud instance.

Can you confirm that you are on a Standard plan for Jira Cloud? Because you selected Free in the product plan field of this post.

no, i have the free version. that's why I'm asking if I can switch to cloud with 9 active users and 7 inactive. If it starts working then I'll consider switching to Standard

You can switch to Cloud with 9 licenses users yes. What does the Applications in Administration tell you about licensed user count for Jira Software?
