Hardware Resources:
My JIRA instance run on windows 64 with 32GB of memory system and 16GB of JVM.
Symptoms:
the last days, My JIRA so slow ! Unbearable slowness
My Need:
A hardware recommendation for this type of instance. Especially, RAM, JVM and CPU.

It already sounds like your hardware is more than adequate to run your JIRA at a decent speed, so I don't think just throwing more resource at it is going to help you a lot.
You need to analyse what is slowing it down and why. I always go back to https://summit.atlassian.com/archives/2013/inside-the-massive-team/the-not-so-dark-art-if-atlassian-performance-tuning - although it's 4 years old now, it's still absolutley valid - you need to understand the problem before you can hope to fix it.

I recommend, that you do an update in the near future. I think newer versions should have a better performance.
