with Jira Cloud any performance will be self-contained so slowness you are experiencing wouldn't translate to others. Unless of course a SW update applied to multiple instances was the cause. With that said, I have certainly seen my instance being slow from time to time. I think some of this has to do w/ growth in my instance, in which case reaching out to Support is the right action. If the slowness is not persistent then it is likely network or temporary data center issues.
