I am trying to figure out a strange issue with a project/board. I have a stakeholder on the project that can see some issues on the board, but not all of them. There are currently 26 issues on the board, but they can only see 9.
All issues have stakeholders enabled. I have not been able to find any consistent difference between the tickets they can see and the ones they can't.
Permissions and roles are set correctly and there does not appear to be any clear logic behind what can and can't be seen on the board.

Does the board encompass issues from multiple projects? Are the issues in Company Managed projects or Team Managed projects?
If the board involves multiple projects have you confirmed that the stakeholder has Browser Permissions permission for all the Company Managed projects? And if Team Managed projects are involved is the user a member of the project or is the project access set to Open or Limited?
Are the statuses for the missing issues mapped to columns on the board?
Is the board a Scrum board or a Kanban board?
What are the Types of the issues that are missing (Epic, Story/Bug/Task, Subtask, ...)?
Has Issue Security been implemented in the projects?

What is the definition of the "Stakeholder enabled" security level?
Has that level been set on the missing issues?

Figured out the issue. Somehow some of the tickets did not have a security level set even though the tickets showed that they did. Did a bulk update to set the security level on all tickets in the project and everything was working as expected.
