By an error a Reporter close a Issue ..As a Administrator I need to Reopen it..but when I click the Button transition says You have no permission...
How can I reopen a Issue and Move back to the beggining?

Assuming you have a valid transition in the workflow to reopen the ticket, even if it is an ALL states to the REOPEN or TODO state transition:

Are you in a classic or a next gen project. In a classic project it depends on the workflow configuration, if there are any restrictions on the transition.
In a next gen project there may be rules that triggers the error message.

It really depends on setting of that transition. Could you provide a copy / paste or / and screenshot of that transition validator / post functions list?

You need to go to configuration for this particular issue type / workflow a find configuration over there. It is possible, that there is no transition back at all. Can anyone else do this transition, or noone? Who made the workflow? Is it custom or built in?

you have to go to your site configuration - issues - workflows - edit this workflow - create a transition from Done to Open ... I am not able to help you with Jira in your language, sorry :-(

Right now I have a big Issue, I deleted the Workflow and i mess up everything ...I have a message " No Board Yet"...all Boards that i created had gone!

You cannot perform this operation on a draft workflow...this message shows up when i created the transition from Done to open

Do a copy of a workflow, in this copy, create new transition, then assign the copy of original workflow to workflow scheme instead of the current one.
Example
Workflow_scheme_project
---- Workflow_without_reopen
Create Copy_of_Workflow_without_reopen
edit Copy_of_Workflow_without_reopen and add transition
do mapping of workflow scheme to be like
Workflow_scheme_project
---- Copy_of_Workflow_without_reopen

Now the problem has been solved..I noticed another Issue...i'll try to explain it...
I have a Board with a Task and Sub Tasks..but when the assignee make a transition from Open to Approved and from Approved to Under review and so on for a Sub Task...the whole Task (Included The Board) move also....and this is a mistake...to me the Board must looks like this:
Open 2 Sub Task
Approved 2 Sub Task
Under Review 2 Sub Task
But when someone open a Sub Task and then closed it..the whole board move to closed status even though many task are open....
As a resume: The reporter should be the only one with the authority to move a board or task from open to done..every assignee can make only transitions for their sub task no more....how would be possible to do this?

Hi. You are looking for permission scheme settings.
if I understand it correctly, only reporter can close issues. Not even assignees.
This could be achieved by assigned permission "Resolve Issue" to "Reporter" only.
Regarding transition specific to assignee, look for the permission "Transition issue" and put there "Assignee" only.
Whole stuff is much complex, you can setup different behavior for different types (task / subtasks / stories) could have different rules, automations etc. But this is more like for an consultant / admin job.
