For a given ticket, one User can use CTRL+V to paste an image into a comment for an existing ticket, but another User cannot.
I have them setup the same, or so I thought, but I must be missing something.
Is there a permission/setting I am missing somewhere?

Just for us to better understand and help you with this issue, we need more details about the project and the steps the user is following.
You mentioned that they can't use CTRL+V, are they able to upload the image normally by manually adding through the upload button?
Have they tested using another browser?
Is this user using a different software to capture the image?
Also, is this happening on a classic or next-gen project?

Yes, they can upload an image just fine using the upload button or by dragging it and attaching it to the ticket.
Also, if they switch back to the "old view" for issues, they can paste into a comment, but it only pastes as a link to an attachment that way.
The issue is in the "new view" for issues and pasting directly into the rich content of the comment.
When I say "old view" and "new view", this is just for the issue view. There were performance issues for the new view, so you provide a link at the top of the screen to switch back to the old view.
I believe the user has tried multiple browsers, but I'll get confirmation.

I confirmed with the user and it appears to be an issue with the Edge browser. Chrome works as expected.

Searching here I found that this issue is related to a bug where copy/past shortcut doesn’t work on Edge and IE.

This item is from almost 2 years ago. Do you know if it will ever be fixed or is it only based on how many teams it affects?

The bug is still on "Gathering impact" status since there are only 7 affected users in 2 years.
