Users should access only to view task assigned and charge time in Tempo. but not create new projects

Log in as an admin, and go to Admin (the cog at the topright) and look for System -> global permissions.
One global permission you can set up is "what group(s) can create team-managed projects".
Jira is permissive rather than restrictive, so you don't "restrict users from creating projects", you do it the other way around - to stop people creating projects, take away their permission to do it.
I usually recommend having a dedicated trusted user group for most of the global permissions if you don't want to let everyone do it. Allow administrators to create projects (they can always give themselves the permission anyway, so don't bother getting in their way), and a group called something like "People who can create Team Managed Projects"
My follow up question is that I setup company managed project and add user with a basic user role. This user, once logged in, can create new team-managed project. Any idea or suggestion on how to restrict this function from a basic users?
