Anytime there is an update to an issue, the creator of that issue receives an email notification. Is there a way to allow other team members to be notified of updates to specific issues if those other team members are not the ones to create the issue?

They can add themselves as Watchers on the project, which should have them receive notifications.

certainly. if you are using Classic aka Company Managed Projects then go to project settings > notifications. Review the various events that result in notifications and add other users/groups/roles to those events.
