I am unable to assign a issue that was created to a user
The user name does appear in the drop down list but cannot select it?
Have checked permissions and user has the correct permission assigned
not sure what else is missing / why its doing this

Ensure that the user is in assignable users by checking the project permissions page as below.
Sorry to re-hash this, but I'm running into the same problem. I checked and our user has Assignable User & Assign Issues permissions, but the option is greyed out for her. The permission scheme is shared across 45 projects, and those two permissions are set to, "Any logged in user".
I also updated the permissions scheme to point to a specific role just to test, and that didn't work either.
The permissions helper says she has the permissions needed, so what should I do from here?

Is it greyed out? Or is the user the current assignee?

Current assignee - unassigned
no its not greyed out
The Name is there (available on drop down to assign to other users)
but once you click on the name, it will not take it
i can assign to other users but just the one is giving issue

Could you describe the exact behaviour of "will not take it"?
When you click on the name in the list, what happens? Does it just jump to another selection and choose that, or does it accept it but never save it? Or is there an error message?
