What is an alternative method to adding the same attachment to multiple issues (besides adding the same attachment to each individual issue)?

I think in the case of attachments the argument might be made that it is not logical to modify attachments on multiple issues simultaneously.
In your case of wanting to add a single attachment to multiple issues, one could argue that is a needlessly redundant use of storage space. Why not add it to just one issue, and then add links to the attachment in other issues? Or upload it to another location entirely, outside of Jira (if a commonly accessible location is available) and then again just add links to the attachment to the issues.
Reasonable use case to me.
We are seeking to bulk publish a PIR document to a set of customers based on the ticket it is linked to in another project (Incident Management) - the only way to do this is to manually copy/paste the same message in each ticket when we could simply do this with a bulk update with an attachment.
Very shortsighted of Atlassian but that's not a surprise...

If you’re open to (or are already using) third-party addons, you might want to check out Jira CLI – it could help you bulk-add an attachment to hundreds of tickets at once!
It’s a command-line-based app, and in your concrete example, you could run a command such as the one below:
--action runFromIssueList --project CPT --common "--action addAttachment --issue @issue@ --file README.txt"
