I have a user of whose permission I want to check - but he doesn't show up in the dropdown list of the permission helper.
The user is active, has access to the site and product and is even member of the group that has roles in the project.
He can view issues and even assign issues to himself - but as he also doesn't show up in the "Assign" dropdown nobody can assign him issues - although he has the Assignable User permission.

Welcome to the community!
There is a permission for 'Browse users and groups' that the user needs to be in an allowed user / group for. You needed to go to Settings > System > Global Permissions.

unfortunately that didn't help.
I am an admin and in the groups that have the Browse users and groups permission. But the user doesn't show up in any user picker field :-(
I have granted the group that the user is a member of this permission - still the user remains secretive...
