Do you mean the star/unstar indicator at the top-right of the view...next to the automation lightning bolt icon?
If so, that is to mark a board as "favorite". You may find your favorites for boards from the top navigation Your Work > Boards. There you will see the "Starred" ones.

If a person can view a board I cannot think of a reason why they could not mark it as favorite (through permissions).
Perhaps you could check if this is a browser caching issue: clearing all cache, closing browser, and re-opening the browser.
