I am "organisation admin" in my company, but I do not have access to all projects, if the project owner has declined my access through the permission scheme in a project (I can see the projects but can not get into it.)
But in my world a "project owner" could not decline the access of an "organisation admin" to a project. Is there another admin-role I have to get into, to view all projects?

It depends what you mean by Access. A site or org admin has the capability to grant him or herself access to a project at any time. That is a power that can not be overwritten.
But the ability to access a project does not mean by default that this admin is able to see the issues in each project. That part of permissions is project specific (browse project permission allows you to see the issues in a project and search for the project). And yes, that permission can be revoked (but overruled if necessary).

If you have the necessary admin permissions, navigate to Jira Admin > Projects. You will then get a list of literally all projects, even the ones you don't have browse project permission to.
Then, from the ... button behind the project you need, select project settings. Then you will be able to access the settings you're looking for. "Complete access to all issues" then means adding yourself to a project role that has all necessary permissions.
