Why one of the members cannot reach the jira board?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Our teammate cannot access jira board. We gave him a role of Administrator, but he gets this error:
You cannot view this page
This page is only available for jira software users. For the access to Jira software, contact the administrator
Go to Jira home page
He has also "guest" role, but other people, who have this role can access the page
What could be the solution for this? Thanks beforehand!
