add user is not working?

When I tried to add users, "could not add users" caution had appeared.

But in another JIRA site, I can add users.

I want to add users in "ndmy-test" site, so What I should do?

Hi Yohei - Welcome to the Atlassian Community!

You can only have 10 active users in Jira and 3 active agents in Jira Service Management with the Free plan. How many users do you have in each?

I have now 3 users and 3 active agents at free plan.

The problem is the 3 Agents. That’s considered full capacity for the entire license. If you drop one of the agents, you should be able to add a Jira user.

Then you can probably come back after that and add the Agent back if needed.

Is your 'test' site a free site?  If so, has it reached the maximum number of users?

Thank you for your confirmation.

I use 'test' site as free plan, but number of members are now '3' so I think it did not reach to maximum.
