are you able to use issue level security on jira work management

You can't edit project permissions or roles on the Free plan for Jira Software or Jira Work Management, and you can't configure issue-level security on any Free plan (including Jira Service Management).

This is what it says on the website with information about the issue level security does this mean that I can not give people access to the issues they are assigned to only.

Yes, that is correct, the permissions and security schemes are fixed on free versions and you can't change them.

is there anything I can do to restrict the jira project and only allow people that are assigned to the issue to modify the issue. So I want the assignee of an issue to be able to make changes to an issue but not have access to change things on other issues they are not assigned to. I am currently working on a work management software.

No, the permissions and security schemes are fixed on free versions.

Then you should be able to do it.

Go to admin -> permission schemes, and have a look through there, then head off to admin -> issue security, and add a new one.

The way they work is that the permissions let people into the project, and then an issue with a security-level set can only be seen by the users nominated in the level.  Note that they need to be granted access via the permission scheme as well.  Issue security will not add user access to the project, it's purely limiting within the project.

can this be done without being the admin? it is my own project that i made but can not seem to find the admin -> permission scheme thing

Team-managed projects do not have security schemes.

Company-managed projects are created by admins, and the configuration of them (including security schemes) is done by admins.
