Assuming by "unmanaged accounts", you mean an Atlassian account that has not been claimed by a organisational domain for inclusion in their licences, then yes, people can delete their own Atlassian accounts.
If they go to id.atlassian.com and go through the options, there is a delete link in the security or preferences section.
(By claimed or managed accounts, imagine I've got an Atlassian account with my Adaptavist email used for it. When Adaptavist claimed their domain, my account became managed by our admins, and I can no longer edit all of it or delete it)

Please provide more info. What do you mean by unmanaged accounts? Are these users in a Jira instance or are you asking about Atlassian accounts?
